PDHRA PROGRAM SUMMARY: The Post-Deployment Health Reassessment (PDHRA) Program is a program mandated by the Assistant Secretary of Defense for Health Affairs in March 2005. The program is designed to identify and address health concerns, with specific emphasis on mental health, that have emerged over time since deployment.
SPECIFIC CLINICAL DUTIES: The Clinical Psychologist shall perform a full range of clinical psychology services in accordance with the core privileges and/or supplemental privileges as defined by BUMEDINST 6010.30 and approved by the Commanding Officer. Additionally, the Clinical Psychologist shall perform the following:
Administer programs of treatment to help medical and surgical patients deal with illness or injuries.
Assist in treating rehabilitation patients.
Treat individuals in times of personal crisis such as a divorce or death of a loved one.
Interview patients and study medical and social case histories.
Diagnose and evaluate mental and emotional disorders of individuals and administer programs of treatment.
Utilize Behavioral Health Data Portal (BHDP).
Provide therapeutic treatment and evaluation of patients.
Work closely with clinical staff and/or base personnel regarding patient awareness of mental health wellness programs (addictions, stress management, group therapies, etc).
Perform clinical evaluations including administration and interpretation of psychological, neuropsychological, cognitive and personality tests, and provide clinical consultation regarding selection of psychological testing.
GENERAL DUTIES: Clinical Psychologists shall perform a full range of duties consistent with their labor category, education, training, experience, clinical privileges (as applicable), and assigned position. General duties that apply to all personnel or across certain labor categories are given below. Duties that apply to all personnel are as follows:
Maintain a level of productivity comparable with that of other individuals performing similar services.
Participate in peer review and performance improvement activities.
Practice aseptic techniques as necessary. Comply with infection control guidelines to include the proper handling, storage, and disposal of infectious wastes, and the use of universal precautions to prevent the spread of infection.
Function with an awareness and application of safety procedures.
Perform efficiently in emergency patient situations following established protocols, remaining calm, informing appropriate persons, and documenting events. Anticipate potential problems/emergencies and make appropriate interventions. Notify supervisor, director, or other designated person regarding problems that the HCW is unable to manage.
Apply an awareness of legal issues in all aspects of patient care and strive to manage situations in a reduced risk manner.
Participate in the implementation of the Family Advocacy Program as directed. Participation shall include, but not be limited to, appropriate medical examination, documentation, and reporting.
Exercise awareness and sensitivity to patient/significant others' rights, as identified within the MTF.
Maintain an awareness of responsibility and accountability for own professional practice.
Participate in continuing education to meet own professional growth.
Attend and/or comply with all annual training classes required by the Command, to include but not limited to online annual training provided by the MTF: disaster training, infection control, Sexual Harassment, Bloodborne Pathogens, Fire and Safety, Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE), and all other required training.
Actively participate in the commands Performance Improvement Program. Participate in meetings to review and evaluate the care provided to patients, identify opportunities to improve the care delivered, and recommend corrective action when problems exist.
Participate in the provision of in-service training to clinic staff members. Provide training and/or direction as applicable to supporting government employees (e.g., hospital corpsmen, students, etc.).
Attend and participate in various meetings as directed.
Perform timely, accurate, and concise documentation of patient care.
Operate and manipulate automated systems such as CHCS, AHLTA, ADS, Essentris, and Clinical Information System (CIS), participate in clinical staff Performance Improvement (PI) and Risk Management (RM) functions, as prescribed by the Commander. Maintain DOD email account as directed. The HCW shall be responsive to all email and voicemail communications.
Exercise appropriate delegation of tasks and duties in the direction and coordination of health care team members, patient care, and clinic activities.
Maintain documentation of all treatment provided in accordance with clinic directives, and prepare such records and reports as may be required. All records and reports must be legible. Abbreviations must be only those listed in local instructions.
QUALIFICATIONS:
Education: Possess a doctoral degree in clinical or counseling psychology from an accredited university.
Internship/Residency: Successful completion from an internship in psychology accredited by the American Psychological Association (APA).
Certifications: Possess and maintain a current American Heart Association BLS Healthcare Provider certification.
Experience: Possess experience as a practicing Clinical Psychologist of at least 3 years within the preceding 4 years. This experience must include DSM-IV and Psychiatric testing (such as WAIS-R, Rorschach, TAT, CAT, MMPI, MCMI, MAPI, Bender and DAP).
Licensure: Possess and maintain a valid, unrestricted license or certification to practice as a Psychologist in any one of the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands.
Must be a U.S citizen and have the ability to pass a background check/security clearance.
STAFFING & SCHEDULING:
Duty Hours: 1) Services shall be required in the assigned clinical area Monday through Friday, excluding the day of observance of federal holidays, for 8.5 or 9 hour shifts between the hours of 0700 to 1700. The Clinical Psychologist/Health Care Worker (HCW) shift shall include an uncompensated 30 minute or one hour meal break, depending on shift length. The HCW shall be on duty for 40 hours each week, except during the periods of approved leave and holidays. In no instance will the HCW be required to provide services (on-site service plus approved leave) in excess of 80 hours per 2-week period. Any changes in the schedule shall be coordinated between the HCW and the Government. 2) In instances where the Government directs a HCW to remain on duty in excess of their scheduled shift due to an unforeseen emergency or to complete patient treatment, the HCW shall remain on duty and shall take an equivalent amount of compensatory time off that will be scheduled between the Government supervisor and the HCW.
On-Call Services: 1) The HCW shall be required to perform on-call services on an average of 7 occasions per month. Weekday on-call services shall commence at the close of business until 0730 the following work day. Weekend on-call service shall commence at the close of business on Friday, and shall continue until 0730 the following Monday. Holiday on-call service shall commence at the close of business, and end at 0730 the following work day. 2) On-call services are scheduled one month in advance. The HCW will be provided with an electronic devise such as a beeper to facilitate provision of on-call services. The HCW is responsible for a lost or stolen beeper. If paged, the HCW shall respond within 15 minutes by telephone. If necessary, the HCW is required to arrive at the hospital within 1.5 hours of the initial page. Please Note: Historical data indicated that the on-call psychologist is required to be at the hospital, in person, on three/four occasions per year. 3) Unless assigned on-call services, the HCWs services shall not be required on federally observed holidays.
Place of Performance: The work to be performed will be in the Mental Health Department at the Naval Health Clinic Lemoore, CA.
Travel (if required): The Commanding Officer may request that the Clinical Psychologist travel to provide services, attend training and/or attend Government specified conferences when in the best interest of the Government and patient care. The Contract Officer Representative will determine the reasonableness of all costs incurred. When questions arise, the Government's Joint Travel Regulations (JTR) shall always be followed.
